HOUSE SUBSTITUTE FOR

SENATE BILL NO. 536

                 (As amended December 16, 2003)                             

                                                                             A bill to amend 1994 PA 451, entitled                                             

"Natural resources and environmental protection act,"                       

(MCL 324.101 to 324.90106) by adding section 80124a.                        

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

1   Sec. 80124a.  (1) Subject to subsection (4), the secretary                  

2   of state shall make available for purchase an annual Great Lakes            

3   protection specialty watercraft decal.  The Great Lakes                     

4   protection specialty watercraft decal shall be designed by the              

5   secretary of state and shall depict some aspect of the Great                

6   Lakes or of Great Lakes water quality.  [

11      (2) The Great Lakes protection specialty watercraft decal                   

1   shall be sold for $35.00.  Revenues from the sale of Great Lakes            

2   specialty watercraft decals shall be expended as provided for in            

3   section 80124b.                                                             

4       (3) The secretary of state may establish the appropriate                    

5   placement of Great Lakes protection specialty watercraft decals             

6   on watercraft so as not to create confusion for law enforcement             

7   officers with decals required under section 80124.                          

8       (4) The secretary of state shall discontinue sales of Great                 

9   Lakes protection specialty watercraft decals under subsection (1)           

10  if the secretary of state is unable to sell at least 2,000 decals           

11  in the fiscal year ending September 30, 2005 and at least 500               

12  decals in each fiscal year thereafter.

13      Enacting section 1.  This amendatory act does not take                      

14  effect unless all of the following bills of the 92nd Legislature            

15  are enacted into law:                                                       

16      (a) Senate Bill No. 535.                                                    

17      (b) House Bill No. 4914.
