HOUSE SUBSTITUTE FOR
SENATE BILL NO. 350
A bill to amend 1954 PA 116, entitled
"Michigan election law,"
by amending sections 666 and 668 (MCL 168.666 and 168.668) and by
adding section 668a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 666. At any
each federal, state, district, or county
2 primary or election, the
secretary of state shall furnish to the
3 county clerk of each county clerk at the expense of the state
4 expense the following items:
5 (a) The secretary
of state shall have printed for
6 distribution and shall
furnish a copy of the Michigan election
7 law and of the manual
of instructions for each precinct board of
8 election inspectors in
the state;
9 (a) (b)
Prior to Before each primary, general, or special
10 election at which state, district, or county officers are to be
1 nominated or elected, the
secretary of state shall procure a
2 supply of self-sealing
metal sealing devices seals adapted and
3 suitable for sealing the
ballot boxes used at such the
4 election. Said
sealing devices The metal seals shall have the
5 words "State of
Michigan" and serial numbers stamped thereon,
6 and at least 30 days
before any such election he shall cause to
7 be transmitted to the
several county clerks such number of said
8 metal sealing devices
as will on them. The secretary
of state
9 shall provide a
sufficient number of such metal seals for each
10 voting precinct within
the county ; at least 30 days before an
11 election.
12 (b) (c)
The secretary of state shall furnish a A
13 substantial supply of red gummed paper seals for use of the
14 precinct boards of
election inspectors in sealing such the
15 package of ballots and the envelopes containing the tally sheets
16 or poll books and
the statement of returns. Each such seal
17 shall have inscribed thereon
on it the words "Election
18 Seal--State of Michigan" and the date of the primary or election
19 at which it is to be used. A space shall also be provided
20 thereon on the seal in which 2 members of the board of
election
21 inspectors shall write their initials after the seal has been
22 applied. ;
23 (d) The secretary
of state shall furnish uniform printed
24 instructions to
electors printed in large type upon cards,
25 containing any
information that will assist electors in marking
26 their ballots and
correctly designating their choices. Two such
27 placards of
instructions shall be conspicuously displayed in each
1 polling place; and

The secretary of state shall furnish to the various
3 county clerks suitable
Suitable blank forms for use
by the
4 various county boards of canvassers in making returns of the
5 canvass required by law,
and the various this act. Each county
6 boards board of canvassers shall use the blanks forms
7 furnished by the secretary of state in making returns of the
8 canvass.
9 Sec. 668. It
shall be the duty of the county clerk of each
10 county to cause to be
printed large cards or posters containing
11 verbatim the whole of
section 729 of this act, and shall furnish
12 2 of the same to the
board of election inspectors of each
13 election precinct in
his county at the same time that the
14 official ballots for
use at the elections are delivered, and the
15 board of election
inspectors shall cause the said posters to be
16 posted in conspicuous
places in the polling places so that the
17 same can be plainly
seen and read by all persons at any
18 election. It shall be
the duty of the clerk of any city,
19 township or village in
which this act is operative to deliver to
20 the board of election
inspectors of each election precinct within
21 his jurisdiction,
before the time for opening of the polls on
22 election day, the
register of electors and the blanks for poll
23 lists and returns and
any other supplies necessary to carry out
24 the provisions of this
act not herein otherwise provided for.
25 Before the polls open, the city, township, or village clerk shall
26 deliver to the board of election inspectors of each precinct the
27 voter registration list, the forms for poll lists and returns,
1 and any other supplies necessary to conduct the election.
2 Sec. 668a. (1) The secretary of state shall furnish to each
3 county clerk at state expense for each precinct 2 voter
4 information displays that contain in not less than 18-point type
5 the following information:
6 (a) The hours that the polls will be open.
7 (b) Voting instructions.
8 (c) Information on an individual's right to obtain a
9 provisional ballot and instructions on how to vote a provisional
10 ballot.
11 (d) Information on the identification requirements that apply
12 to voters who register by mail.
13 (e) Instructions on how to contact the appropriate election
14 official about alleged voting rights violations.
15 (f) Information on the federal and state laws that prohibit
16 fraud and misrepresentation.
17 (g) Information on how to challenge another voter as
18 unqualified to vote.
19 (h) Other information that the secretary of state considers
20 necessary.
21 (2) Upon receipt of the voter information displays under
22 subsection (1), each county clerk shall provide to each city,
23 township, or village clerk, as designated by the secretary of
24 state, 2 voter information displays for each precinct in the
25 county.
26 (3) The city, township, or village clerk shall provide to
27 each precinct 2 voter information displays and an instruction
1 ballot for display at each precinct.
2 (4) Before the polls open on election day, the board of
3 election inspectors in each precinct shall post in conspicuous
4 places in the polling place the voter information displays and
5 instruction ballot required under this section.
6 (5) If requested by an elector, the city, township, or
7 village clerk shall have available a means to provide the
8 information contained in the voter information displays in an
9 alternative format, as prescribed by the secretary of state.
