SUBSTITUTE FOR
SENATE BILL NO. 536
A bill to amend 1994 PA 451, entitled
"Natural resources and environmental protection act,"
(MCL 324.101 to 324.90106) by adding section 80124a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 80124a. (1) Subject to subsection (3), the secretary
2 of state shall make available for purchase Great Lakes protection
3 specialty watercraft decals. The Great Lakes protection
4 specialty watercraft decal shall be designed by the secretary of
5 state and shall depict some aspect of the Great Lakes or of Great
6 Lakes water quality. The secretary of state shall make Great
7 Lakes specialty watercraft decals available for purchase when a
8 person purchases a decal under section 80124 and at other times
9 as determined by the secretary of state.
10 (2) The Great Lakes protection specialty watercraft decal
11 authorized under subsection (1) shall be valid for 3 years and
1 shall be sold for $35.00.
2 (3) The secretary of state shall discontinue sales of Great
3 Lakes specialty watercraft decals under subsection (1) if sales
4 do not meet any of the following targets:
5 (a) At least 1,000 decals sold in the fiscal year ending
6 September 30, 2005.
7 (b) At least 2,000 decals sold in the fiscal year ending
8 September 30, 2006.
9 (c) At least 3,000 decals sold in the fiscal year ending
10 September 30, 2007.
11 (4) If sales of Great Lakes specialty watercraft decals
12 authorized under subsection (1) exceed the targets described in
13 subsection (3)(a), (b), and (c), the secretary of state shall
14 continue decal sales in subsequent years.
15 (5) By October 1, 2004 and by October 1 each year thereafter,
16 the secretary of state shall submit a report to the chairs of the
17 standing committees of the senate and the house of
18 representatives with primary jurisdiction over natural resources
19 and the environment and to the chairs of the senate and house
20 appropriations committees that details the number of decals sold
21 during the previous state fiscal year.
22 Enacting section 1. This amendatory act does not take
23 effect unless Senate Bill No. 535 of the 92nd Legislature is
24 enacted into law.
