SUBSTITUTE FOR

SENATE BILL NO. 853

                                                                             A bill to amend 1994 PA 451, entitled                                             

"Natural resources and environmental protection act,"                       

by amending section 35903 (MCL 324.35903), as added by 1996 PA              

88.                                                                         

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

1       Sec. 35903.  (1) The department shall provide volunteer                     

2   groups conducting litter cleanup efforts under this part with               

3   data information sheets and shall request that a method for the           

4   volunteer groups to record  on the data information sheets  the             

5   types and amount of trash collected during the group's cleanup              

6   effort.  The department shall request that the  data  information           

7   to  be forwarded to the department upon completion.                        

8       (2) The department shall compile information obtained  from                 

9   the data information sheets received  pursuant to subsection (1)            

10  and shall include this information in the report prepared under             

1   section 35904.                                                              

2   (3) The department shall provide information it receives                    

3   under this section to the department of environmental quality.              

4   The department of environmental quality shall compile information           

5   it receives under this section and shall, by December 31 of each            

6   year, make an annual report to the committees of both houses of             

7   the legislature with primary jurisdiction over matters relating             

8   to natural resources and the environment and to the recycling               

9   advisory council created in section 17302, presenting the                   

10  information compiled under this section and under similar data              

11  compilation requirements of other adopt-a-resource programs under           

12  this act.

13      Enacting section 1.  This amendatory act does not take                      

14  effect unless Senate Bill No. 790 of the 92nd Legislature is                

15  enacted into law.
