A bill to amend 1976 PA 451, entitled
"The revised school code,"
by amending section 1525 (MCL 380.1525), as amended by 1995 PA
289.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1525. (1) Funds appropriated by the legislature to
2 support professional development and education shall be allocated
3 substantially as follows:
4 (a) Twenty percent to the department.
5 (b) Fifteen percent to intermediate school districts on an
6 equal amount per pupil basis based on the memberships of
7 constituent districts.
8 (c) Sixty-five percent to school districts on an equal amount
9 per pupil basis.
10 (2) The funds described in subsection (1) may be used for the
1 following:
2 (a) Professional development programs for administrators and
3 teachers. These programs shall emphasize the improvement of
4 teaching and pupils' learning of academic core curriculum
5 objectives, as measured by Michigan educational assessment
6 program and other criterion - reference assessments;
7 collaborative decision making; site-based management; the process
8 of school improvement; instructional leadership; and the use of
9 data and assessment instruments to improve teaching and learning
10 for all pupils.
11 (b) A biennial education policy leadership institute. The
12 state board shall organize and convene a biennial education
13 policy leadership institute for the governor, the lieutenant
14 governor, the state board, the state superintendent, the
15 legislature, and the presidents of the state board approved
16 teacher education institutions, and the staff of each as may be
17 considered appropriate, to examine the most current public
18 education policy issues and initiatives and the appropriate role
19 of policy leaders.
20 (c) A statewide academy for school leadership established by
21 the state board.
22 (d) A principal leadership academy. The department shall
23 establish the principal leadership academy. The principal
24 leadership academy shall consist of training for school
25 principals that is conducted by other school principals who have
26 a record of demonstrated success in improving pupil performance.
27 The department shall solicit input from school district
1 superintendents and intermediate superintendents to compile a
2 list of successful school principals who would likely be
3 effective in conducting the training at the principal leadership
4 academy and shall select school principals to conduct the
5 training from this list. The training shall include all aspects
6 of successful school leadership, including at least all of the
7 following:
8 (i) Strategies for increasing parental involvement.
9 (ii) Strategies for engaging community support and
10 involvement.
11 (iii) Creative problem-solving.
12 (iv) Financial decision-making.
13 (v) Management rights and techniques.
14 (vi) Other strategies for improving school leadership to
15 achieve better pupil performance.
16 (e) (d) Community
leadership development. The state board,
17 in conjunction with intermediate school districts, shall conduct
18 a leadership development training program in each school district
19 for members of the community.
20 (f) (e) Promotion
of high educational standards. The state
21 board, in collaboration with the business community and
22 educators, shall coordinate and assist in the promotion of a
23 statewide public education and information program concerning the
24 need to achieve world class educational standards in the public
25 schools of this state.
26 (g) (f) Sabbatical
leaves. School districts shall provide
27 sabbatical leaves for up to 1 academic year for selected master
1 teachers who aid in professional development.
2 (h) (g) Any
other purpose authorized in the appropriation
3 for professional development in the state school aid act of
4 1979.
5 (3) In order to receive professional development funding
6 described in subsection (1), each school district and
7 intermediate school district shall prepare and submit to the
8 state board for approval an annual professional development
9 plan.
10 (4) The state board may disapprove for state funding proposed
11 professional development that the state board finds to be 1 or
12 more of the following:
13 (a) Not in furtherance of core academic curriculum needs.
14 (b) Not constituting serious, informed innovation.
15 (c) Of generally inferior overall quality or depth regardless
16 of who sponsors or conducts the education or training.
17 (d) Not complying
in compliance with the requirements of
18 section 1526.
