A bill to amend 1947 PA 359, entitled
"The charter township act,"
by amending section 10 (MCL 42.10).
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 10. (1) The township board in each charter township
2 shall have power to appoint a township superintendent and may
3 delegate to him or her any or all of the following functions and
4 duties: which
functions and duties, unless so delegated, shall
5 be exercised by the
supervisor:
6 (a) To see that Ensure
the enforcement of all laws and
7 township ordinances.

8 (b) To manage Manage
and supervise all public improvements,
9 works, and undertakings
of the township. ;
10 (c) To have
charge of Ensure the construction, repair,
11 maintenance, lighting, and cleaning of streets, sidewalks,
1 bridges, pavements, sewers, and of all the public buildings or
2 other property belonging
to the township. ;
3 (d) To manage Manage
and supervise the operation of all
4 township utilities.

5 (e) To be Be
responsible for the preservation of property,
6 tools, and appliances of
the township. ;
7 (f) To see Ensure
that all terms and conditions imposed in
8 favor of the township or its inhabitants in any public utility
9 franchise, or in any contract, are faithfully kept and performed.

11 (g) To attend Attend
all meetings of the township board,
12 with the right to take part in discussions, but without the right
13 to vote. ;
14 (h) To be Serve
as a member, ex officio, of on all
15 committees of the
township board. ;
16 (i) To prepare Prepare
and administer the annual budget
17 under policies formulated by the township board and keep the
18 said board fully advised at all times as to the financial
19 condition and needs of
the township. ;
20 (j) To recommend Recommend
to the township board for
21 adoption such measures as
he or she may deem consider necessary
22 or expedient. ;
23 (k) To be Be
responsible to the township board for the
24 efficient administration of all departments of the township
25 government. ;
26 (l) To act Act as the purchasing agent
for the township or,
27 under his or her responsibility, delegate such duties to some
1 other officer or employee.

2 (m) To conduct Conduct
all sales of personal property which
3 the township board may
authorize to be sold. ;
4 (n) To assume Assume
all the duties and responsibilities as
5 personnel director of all township employees or delegate such
6 duties to some other
officer or employee. ;
7 (o) To perform
such Perform other duties as may be
8 prescribed by this act or required of him or her by ordinance or
9 by direction of the township board, or which are not assigned to
10 some other official in
conformity with the provisions of this
11 act.
12 (2) A position appointed under this section may be designated
13 as either the township superintendent or the township manager.
