                                                                                 A bill to amend 1976 PA 451, entitled                                             

                                                                                

    "The revised school code,"                                                  

                                                                                

    (MCL 380.1 to 380.1852) by adding section 1754.                             

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 1754.  The board of a local school district shall                      

                                                                                

2   ensure that the local school district develops and maintains a              

                                                                                

3   voluntary special education parent registry under this section.             

                                                                                

4   All of the following apply to a special education parent registry           

                                                                                

5   under this section:                                                         

                                                                                

6       (a) The parent registry shall contain the names and contact                 

                                                                                

7   information for parents and legal guardians of pupils enrolled in           

                                                                                

8   the school district who receive special education services.  The            

                                                                                

9   parent registry also shall include the names and contact                    

                                                                                

10  information for special education teachers, school counselors,              

                                                                                

11  and school social workers employed by the school district.                  

                                                                                


                                                                                

1       (b) The information in the parent registry shall be made                    

                                                                                

2   available to parents and legal guardians for communications and             

                                                                                

3   networking purposes.                                                        

                                                                                

4       (c) At least 10 days before the first individualized                        

                                                                                

5   educational planning committee meeting of each school year for              

                                                                                

6   each pupil enrolled in a school district who receives special               

                                                                                

7   education services, the school officials responsible for the                

                                                                                

8   meeting shall notify the pupil's parent or legal guardian about             

                                                                                

9   the parent registry and that the parent or legal guardian may be            

                                                                                

10  included on the registry by giving written permission for the               

                                                                                

11  inclusion.  The notice shall ask the parent or legal guardian to            

                                                                                

12  respond either at the meeting or before that meeting.                       

                                                                                

13      (d) Inclusion on the parent registry shall be completely                    

                                                                                

14  voluntary and shall only occur pursuant to written permission of            

                                                                                

15  the parent or legal guardian.  School officials shall remove a              

                                                                                

16  parent or legal guardian from the parent registry promptly upon             

                                                                                

17  receiving a written request by the parent or legal guardian to be           

                                                                                

18  removed from the registry.
