A bill to require certain state departments, agencies, and
public entities to gather and to report certain information to
the legislative branch.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1. This act shall be known and may be cited as the
2 "economic development fiscal accountability act".
3 Sec. 2. As used in this act:
4 (a) "Economic development benefits" means the amount of the
5 abatements, tax credits, or exemptions related to economic
6 development activities as determined by the Michigan economic
7 development corporation provided under the following acts:
8 (i) The single business tax act, 1975 PA 228, MCL 208.1 to
9 208.145.
10 (ii) The income tax act of 1967, 1967 PA 281, MCL 206.1 to
11 206.532.
1 (iii) 1974 PA 198, MCL 207.551 to 207.572.
2 (iv) The commercial redevelopment act, 1978 PA 255,
3 MCL 207.651 to 207.668.
4 (v) The enterprise zone act, 1985 PA 224, MCL 125.2101 to
5 125.2123.
6 (vi) 1953 PA 189, MCL 211.181 to 211.182.
7 (vii) The technology park development act, 1984 PA 385,
8 MCL 207.701 to 207.718.
9 (viii) Part 511 of the natural resources and environmental
10 protection act, 1994 PA 451, MCL 324.51101 to 324.51120.
11 (ix) The neighborhood enterprise zone act, 1992 PA 147,
12 MCL 207.771 to 207.786.
13 (x) The city utility users tax act, 1990 PA 100, MCL 141.1151

27 (b) "Michigan economic development corporation" means the
1 public body corporate created under section 28 of article VII of
2 the state constitution of 1963 and the urban cooperation act of
3 1967, 1967 (Ex Sess) PA 7, MCL 124.501 to 124.512, by a
4 contractual interlocal agreement effective April 5, 1999 between
5 local participating economic development corporations formed
6 under the economic development corporations act, 1974 PA 338,
7 MCL 125.1601 to 125.1636, and the Michigan strategic fund.
8 (c) "State tax commission" means the state tax commission
9 created by 1927 PA 360, MCL 209.101 to 209.107.
10 Sec. 3. (1) Not later than April 15 of each year, the
11 Michigan economic development corporation, in conjunction with
12 the state tax commission and the department of treasury, shall
13 report to each member of the senate and house of representatives
14 appropriations committees on the economic development benefits
15 provided by this state and local units of government in this
16 state in the previous calendar year.
17 (2) The report described in subsection (1) shall contain, but
18 is not limited to, all of the following:
19 (a) The total number of new jobs created in this state by the
20 economic development benefits.
21 (b) The name of the entity that is receiving an economic
22 development benefit.
23 (c) The number of jobs created by each entity that is
24 receiving an economic development benefit.
25 (d) The type and amount of health care coverage provided by
26 the entity that is receiving an economic development benefit, if
27 known.
1 (e) A statement as to whether the economic development
2 benefit to the entity during the previous fiscal year reduced
3 employment at any other facility in this state that is owned by
4 the same entity.
5 (f) The contents of the report described in section 10 of the
6 Michigan economic growth act, 1995 PA 24, MCL 207.810.
