                                                                                 A bill to create certain offices in certain departments; to                       

                                                                                

    provide for the appointment of certain officers with the advice             

                                                                                

    and consent of the senate; and to impose certain duties and                 

                                                                                

    responsibilities on those officers and on certain state                     

                                                                                

    employees.                                                                  

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 1.  As used in this act, "department" means the                        

                                                                                

2   department of labor and economic growth described in Executive              

                                                                                

3   Order No. 2003-18.                                                          

                                                                                

4       Sec. 2.  (1) The office of manufacturing czar is created in                 

                                                                                

5   the department.  The manufacturing czar shall be appointed by the           

                                                                                

6   governor with the advice and consent of the senate.  The                    

                                                                                

7   individual appointed manufacturing czar shall have experience in            

                                                                                

8   creating manufacturing jobs in the private sector.  The                     

                                                                                

9   manufacturing czar shall report directly to the director of the             

                                                                                


                                                                                

1   department.                                                                 

                                                                                

2       (2) The manufacturing czar shall do all of the following:                   

                                                                                

3       (a) Devote his or her entire time to facilitating the                       

                                                                                

4   creation and retention of manufacturing jobs in this state.                 

                                                                                

5       (b) Implement the portions of the department's strategic plan               

                                                                                

6   that address manufacturing job creation and retention in this               

                                                                                

7   state.                                                                      

                                                                                

8       (c) Coordinate all programs within the department to create                 

                                                                                

9   and retain manufacturing jobs in this state.                                

                                                                                

10      (d) Coordinate programs across government to create and                     

                                                                                

11  retain manufacturing jobs in this state.                                    

                                                                                

12      (e) Aid and assist manufacturers in this state.                             

                                                                                

13      (f) Work to create a business environment that encourages and               

                                                                                

14  sustains manufacturing in this state.                                       

                                                                                

15      (g) Work to empower manufacturers to take advantage of the                  

                                                                                

16  opportunities the market offers in this state.
