                                                                                 A bill to amend 1899 PA 44, entitled                                              

                                                                                

    "An act to provide for the publication and distribution of                  

    publications, laws, and documents, reports of the several                   

    officers, boards of officers and public institutions of this                

    state now or hereafter to be published; to provide for the                  

    replacing of publications lost by fire or otherwise; to provide             

    for the publication and distribution of the Michigan manual; to             

    provide for duties of certain state and local government                    

    departments and agencies; to establish certain funds; and to                

    provide for certain penalties and remedies,"                                

                                                                                

    by amending sections 2 and 30 (MCL 24.2 and 24.30), as amended by           

                                                                                

    1995 PA 179; and to repeal acts and parts of acts.                          

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 2.  (1) Unless directed otherwise by the legislative                   

                                                                                

2   service bureau, the department of management and budget shall               

                                                                                

3   distribute the publication containing the public and local acts             

                                                                                

4   of each session of the legislature to the secretary of the senate           

                                                                                

5   and the clerk of the house of representatives and  42  10 copies            

                                                                                

6   imprinted "senate" and  120  10 copies imprinted "house of                  

                                                                                


                                                                                

1   representatives",  to be used as desk copies,  to the secretary             

                                                                                

2   of the senate and the clerk of the house of representatives,                

                                                                                

3   respectively.   Members of the legislature shall also receive a             

                                                                                

4   complete set of the public and local acts published subsequent to           

                                                                                

5   the latest edition of the Michigan Compiled Laws, for their                 

                                                                                

6   personal property during each term for which they are elected.              

                                                                                

7       (2) There may be published additional copies of the public                  

                                                                                

8   and local acts as the legislative service bureau considers                  

                                                                                

9   necessary.  Unless otherwise directed by the legislative service            

                                                                                

10  bureau, these copies shall be deposited with the department of              

                                                                                

11  management and budget for sale and future distribution.                     

                                                                                

12      (3) The legislative service bureau may prepare, at not less                 

                                                                                

13  than the actual cost, reprints of laws upon particular subjects             

                                                                                

14  for printing and distribution.  The department of treasury shall            

                                                                                

15  publish and distribute all pamphlets of the general tax law or of           

                                                                                

16  all other laws relating to the revenues of the state.                       

                                                                                

17      (4) As used in this section, "publication" or "published"                   

                                                                                

18  means the production and dissemination of information in print,             

                                                                                

19  microfilm, microfiche, or electronic form.                                  

                                                                                

20      Sec. 30.  (1) The legislative service bureau shall publish                  

                                                                                

21  sufficient copies of the "Michigan Manual", to be distributed as            

                                                                                

22  provided in subsection (2)  and  or as otherwise directed by the            

                                                                                

23  legislative council.                                                        

                                                                                

24      (2) The department of management and budget shall deliver                   

                                                                                

25  the following number of copies to the following persons:                    

                                                                                

26      (a) Members of the senate, 1 unless the member waives his or                

                                                                                

27  her right to receive a copy.                                                


                                                                                

1       (b) Members of the house, 1 unless the member waives his or                 

                                                                                

2   her right to receive a copy.                                                

                                                                                

3       (3) The legislative service bureau shall determine a price                  

                                                                                

4   per publication copy not to exceed the cost of preparation and              

                                                                                

5   distribution and, unless directed otherwise by the legislative              

                                                                                

6   service bureau, the department of management and budget shall               

                                                                                

7   sell the copies of the publication not distributed pursuant to              

                                                                                

8   subsection (2).                                                             

                                                                                

9       (4) The Michigan manual fund is created in the state                        

                                                                                

10  treasury and shall be administered by the legislative council.              

                                                                                

11  Any money received from the sale of the Michigan manual shall be            

                                                                                

12  deposited with the state treasurer to the credit of the Michigan            

                                                                                

13  manual fund and shall be used to pay the costs of preparing and             

                                                                                

14  distributing the Michigan manual.                                           

                                                                                

15      (5) As used in this section, "publication" or "published"                   

                                                                                

16  means the production and dissemination of information in print,             

                                                                                

17  microfilm, microfiche, or electronic form.                                  

                                                                                

18      (6) The legislative service bureau, under section 25(nn),                   

                                                                                

19  shall include in the Michigan manual the United States                      

                                                                                

20  constitution, including amendments, unless otherwise specifically           

                                                                                

21  directed by the legislative council.                                        

                                                                                

22      Enacting section 1.  Section 32 of 1899 PA 44, MCL 24.32, is                

                                                                                

23  repealed.
