A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1164.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1164. (1) Not later than December 31, 2004, the
2 department shall develop and make available to school districts
3 and public school academies 1 or more model self-defense programs
4 for pupils in all grade levels that may be adopted and
5 implemented for the purposes of subsection (2). The model
6 self-defense program or programs shall meet all of the
7 following:
8 (a) Shall teach pupils to avoid dangerous situations and
9 shall teach methods for a pupil to ward off an attack and to
10 escape an aggressor or abductor.
11 (b) Shall teach instinctive, aggressive responses.
1 (c) Shall teach pupils the basics of internet safety.
2 (d) Shall be designed to be integrated into each school's
3 procedures and environment to develop a school climate that
4 promotes positive character traits.
5 (2) The board of a school district or board of directors of a
6 public school academy is encouraged to adopt and implement a
7 model self-defense program developed under subsection (1) or a
8 similar self-defense program for pupils in each grade level it
9 operates. If a board or board of directors does not adopt and
10 implement a self-defense program described in this section by the
11 beginning of the 2005-2006 school year, the board or board of
12 directors shall publish a public justification report explaining
13 why it has not adopted and implemented a program, shall make the
14 report available to the public at its office and at each school
15 it operates, and shall announce the availability of the report at
16 not fewer than 3 board or board of directors meetings.
17 (3) In developing its model program or programs under this
18 section, the department shall consider the kids fighting chance
19 program.
