                                                                                 A bill to amend 1969 PA 99, entitled                                              

                                                                                

    "An act to require members of boards of control of state                    

    institutions of higher education to be residents of this state,"            

                                                                                

    by amending the title and section 1 (MCL 390.681) and by adding             

                                                                                

    section 2.                                                                  

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1                                 TITLE                                         

                                                                                

2                                                                                An act to require members of boards of control of state                            

                                                                                

3   institutions of higher education to be residents of this state,             

                                                                                

4   and to require appointment of local board members to certain                

                                                                                

5   boards of control.                                                          

                                                                                

6       Sec. 1.  (1)  A person shall not be  An individual is not                   

                                                                                

7   eligible  to  for appointment to or membership on the board of              

                                                                                

8   control of any  state supported  institution of higher education            

                                                                                

9   described in section 6 of article VIII of the state constitution            

                                                                                

10  of 1963 who is not a registered elector of this state.                      


                                                                                

1       (2) The office of a member of a board described in subsection               

                                                                                

2   (1) becomes vacant immediately, without declaration of an office            

                                                                                

3   or acceptance by the board or its members, if the holder of that            

                                                                                

4   office is no longer a registered elector of this state.                     

                                                                                

5       Sec. 2.  In appointing members to the board of control of an                

                                                                                

6   institution of higher education described in section 6 of article           

                                                                                

7   VIII of the state constitution of 1963, the governor shall ensure           

                                                                                

8   that at least 1 member of the board is a resident of the city,              

                                                                                

9   village, or township in which the main campus of the institution            

                                                                                

10  is located and at least 1 member of the board is a resident of              

                                                                                

11  the state representative or senatorial district in which the main           

                                                                                

12  campus of the institution is located.
