                                                                                 A bill to amend 1936 (Ex Sess) PA 1, entitled                                     

                                                                                

    "Michigan unemployment security act,"                                       

                                                                                

    by amending section 3 (MCL 421.3), as amended by 2003 PA 174.               

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 3.  (1) The  bureau of worker's and unemployment                       

                                                                                

2   compensation  unemployment insurance agency shall establish                 

                                                                                

3   policies in conformity with this act to do all of the following:            

                                                                                

4       (a) Reduce and prevent unemployment.                                        

                                                                                

5       (b) Promote the reemployment of unemployed workers throughout               

                                                                                

6   this state in every other way that may be feasible.                         

                                                                                

7       (c) Carry on and publish the results of investigations and                  

                                                                                

8   research studies.                                                           

                                                                                

9       (d) Investigate, recommend, advise, and assist in the                       

                                                                                

10  establishment and operation, by municipalities, counties, school            

                                                                                

11  districts, and this state, of reserves for public works to be               

                                                                                


                                                                                

1   used in times of business depression and unemployment.                      

                                                                                

2       (2) As used in this act:                                                    

                                                                                

3       (a) "Bureau", "commission",  and  "unemployment agency", and                

                                                                                

4   "agency" mean the  bureau of worker's and unemployment                      

                                                                                

5   compensation created in section 5b  unemployment insurance                  

                                                                                

6   agency.                                                                     

                                                                                

7       (b) "Director" means the director of the  bureau of worker's                

                                                                                

8   and unemployment compensation  unemployment insurance agency.               

                                                                                

9       (c) "Experience account" means an account in the unemployment               

                                                                                

10  compensation fund showing an employer's experience with respect             

                                                                                

11  to contribution payments and benefit charges under this act,                

                                                                                

12  determined and recorded in the manner provided in this act.  A              

                                                                                

13  reference in this act to an employer's "experience record" or               

                                                                                

14  "rating account" shall be construed to include reference to the             

                                                                                

15  employer's experience account.                                              

                                                                                

16      (d) "Nonchargeable benefits account" and "solvency account"                 

                                                                                

17  mean the account in the unemployment compensation fund maintained           

                                                                                

18  as provided in section 17(2) and (3).                                       

                                                                                

19      Enacting section 1.  This amendatory act does not take                      

                                                                                

20  effect unless all of the following bills of the 92nd Legislature            

                                                                                

21  are enacted into law:
