A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1705; and to repeal
acts and parts of acts.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1705. (1) Not later than July 1, 2003, the governor
2 shall appoint a blue ribbon committee on special education, to be
3 housed within the department. The blue ribbon committee on
4 special education shall consist of, but is not limited to,
5 representatives of all of the following groups:
6 (a) Parents of special and general education pupils.
7 (b) Special and general education professionals, including
8 school psychologists and school social workers.
9 (c) School board members.
10 (2) The blue ribbon committee on special education shall
1 study, and make recommendations to the governor and the
2 legislature on, special education policy and funding.
3 (3) The business that the blue ribbon committee on special
4 education may perform shall be conducted at a public meeting held
5 in compliance with the open meetings act, 1976 PA 267, MCL 15.261
6 to 15.275.
7 (4) A writing prepared, owned, used, in the possession of,
8 or retained by the blue ribbon committee on special education in
9 the performance of an official function is subject to the freedom
10 of information act, 1976 PA 442, MCL 15.231 to 15.246.
11 (5) Members of the blue ribbon committee on special
12 education shall serve without compensation. However, members of
13 the blue ribbon committee on special education may be reimbursed
14 for their actual and necessary expenses incurred in the
15 performance of their official duties as members of the blue
16 ribbon committee on special education.
17 (6) The department shall provide necessary support staff and
18 other technical assistance as requested by the blue ribbon
19 committee on special education.
20 (7) This section is repealed effective 1 year after the
21 effective date of this section.
