A bill to make appropriations for the state institutions of
higher education for the fiscal year ending September 30, 2004;
and to provide for the expenditures of the appropriations.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

2 LINE-ITEM APPROPRIATIONS
3 Sec. 101. There is appropriated for the state institutions
4 of higher education and certain state purposes related to
5 education, and subject to the conditions set forth in this act,
6 from the general fund of the state, for the fiscal year ending
7 September 30, 2004, the sum of $_______________ or as much
8 thereof as may be necessary for the several purposes and in the
9 following respective amounts:

4 Sec. 201. In accordance with the provisions of section 30
5 of article IX of the state constitution of 1963, total state
6 spending from state resources in this appropriations act for the
7 fiscal year ending September 30, 2004 is $_______________ and
8 state appropriations paid to units of local government are $0.
9 Sec. 202. The appropriations made and expenditures
10 authorized under this act and the departments, commissions,
11 boards, offices, and programs for which appropriations are made
12 under this act are subject to the management and budget act, 1984
13 PA 431, MCL 18.1101 to 18.1594.
