environmental quality for the fiscal year ending September 30,
2004; to provide for the expenditure of the appropriations; and
to provide for the disposition of fees and other income received
by the various state agencies.

9 of article IX of the state constitution of 1963, total state
10 spending from state resources in this appropriations act for the
11 fiscal year ending September 30, 2004 is $_______________ and

13 Sec. 202. The appropriations made and expenditures
14 authorized under this act and the departments, commissions,
15 boards, offices, and programs for which appropriations are made
16 under this act are subject to the management and budget act, 1984
