                                                                                 A bill to amend 1994 PA 451, entitled                                             

                                                                                

    "Natural resources and environmental protection act,"                       

                                                                                

    by amending section 74104 (MCL 324.74104), as added by 1995 PA              

                                                                                

    58.                                                                         

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 74104.  (1) The department shall establish an                          

                                                                                

2   "adopt-a-park" program that will allow volunteer groups to assist           

                                                                                

3   state park staff in maintaining and enhancing state parks.                  

                                                                                

4       (2) Subject to subsection (3), volunteer groups in the                      

                                                                                

5   adopt-a-park program may adopt any available state park and may             

                                                                                

6   choose any 1 or more of the following volunteer activities:                 

                                                                                

7       (a) Spring cleanups.                                                        

                                                                                

8       (b) Environmental activities.                                               

                                                                                

9       (c) Accessibility projects.                                                 

                                                                                

10      (d) Special events.                                                         

                                                                                


                                                                                

1       (e) Park maintenance and development.                                       

                                                                                

2       (f) Public information and assistance.                                      

                                                                                

3       (g) Training.                                                               

                                                                                

4       (3) The department shall designate the activities to be                     

                                                                                

5   performed by a volunteer group in the adopt-a-park program.  The            

                                                                                

6   department may provide for more than 1 volunteer group to adopt a           

                                                                                

7   state park.                                                                 

                                                                                

8       (4) A volunteer group that wishes to participate in the                     

                                                                                

9   adopt-a-park program shall submit an application to the                     

                                                                                

10  department on a form provided by the department.  Additionally,             

                                                                                

11  volunteer groups shall agree to the following:                              

                                                                                

12      (a) Volunteer groups shall participate in the program for at                

                                                                                

13  least a 2-year period.                                                      

                                                                                

14      (b) Volunteer groups shall consist of at least 6 people who                 

                                                                                

15  are 18 years of age or older, unless the volunteer group is a               

                                                                                

16  school or scout organization, in which case the volunteers may be           

                                                                                

17  under 18 years of age.                                                      

                                                                                

18      (c) Volunteer groups shall give a total of 400 hours over a                 

                                                                                

19  2-year period.                                                              

                                                                                

20      (d) Volunteer groups shall comply with other reasonable                     

                                                                                

21  requirements of the department.                                             

                                                                                

22      (5) A state park manager may issue to volunteers who are                    

                                                                                

23  actively working on adopt-a-park projects that last more than 1             

                                                                                

24  day free camping permits if campsites are available.  A state               

                                                                                

25  park manager may waive state park entry fees for volunteers                 

                                                                                

26  entering state parks to work on adopt-a-park projects.                      

                                                                                

27      (6) The department shall design and erect near the state park               


                                                                                

1   headquarters of each state park in the adopt-a-park program an              

                                                                                

2   adopt-a-park program sign with the name of the volunteer group's            

                                                                                

3   sponsoring organization listed for each volunteer group that has            

                                                                                

4   contributed at least 100 service hours by volunteers.                       

                                                                                

5       (7) The department shall provide a volunteer group conducting               

                                                                                

6   litter cleanup efforts under the adopt-a-park program with data             

                                                                                

7   information sheets and shall request that the volunteer group               

                                                                                

8   record on the data information sheets a general characterization            

                                                                                

9   of the types and amount of trash collected during the group's               

                                                                                

10  cleanup effort.  The department shall request the group to                  

                                                                                

11  forward the data information sheets to travel Michigan on                   

                                                                                

12  completion.                                                                 

                                                                                

13      (8) Travel Michigan shall compile information obtained from                 

                                                                                

14  data information sheets received under subsection (7) and shall             

                                                                                

15  use this information in developing and administering the                    

                                                                                

16  antilitter marketing program under section 8913.                            

                                                                                

17      Enacting section 1.  This amendatory act does not take effect               

                                                                                

18  unless all of the following bills of the 92nd Legislature are               

                                                                                

19  enacted into law:                                                           

                                                                                

20      (a) Senate Bill No. 721.                                                    

                                                                                

21      (b) Senate Bill No. 856.
