A bill to amend 1984 PA 431, entitled
"The management and budget act,"
by amending section 217 (MCL 18.1217), as amended by 1999 PA 8.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 217. (1) The department shall issue and administer
2 directives relative to the travel of officers and unclassified
3 employees of state agencies when engaged in the performance of
4 state business and for the reimbursement of expenses necessarily
5 incurred when engaged in the performance of state business from
6 whatever source the reimbursement may be financed. The
7 directives issued pursuant to this section shall not take effect
8 unless the directives are approved by the board.
9 (2) A Except
as otherwise provided by law, a meeting of a
10 state agency shall be held in a facility owned, leased, being
11 purchased, or operated by this state, the federal government, a
1 unit of local government, or a state supported institution,
2 college, or university, unless the chief executive officer of the
3 state agency, in writing, authorizes a different location.
4 (3) On January 1 Each
quarter of each fiscal year, the
5 director shall prepare a travel report in a format established
6 jointly by the chairpersons of the appropriations committees and
7 shall submit the report to the appropriations committees and the
8 fiscal agencies. The report shall be submitted in a uniform
9 format for each state agency. The report shall list each person
10 who received compensation, fees, or remuneration under a budget
11 act for travel outside the state during the preceding fiscal
12 year. The listing shall include the name of the person who
13 received the compensation, fees, or remuneration and the
14 destination, reason for, and dates of the travel; and the
15 transportation and related costs. The report shall also include
16 a summary statement of the total in-state travel for the
17 preceding fiscal year.
18 (4) The department and all state agencies shall not reimburse
19 a state employee for expenses under this section unless the state
20 employee provides receipts or other written documentation of the
21 expense.
22 (5) Except as provided in subsection (6), reimbursement for
23 food, meals, and lodging is limited to the reimbursement rate in
24 effect for the 2003-2004 fiscal year.
25 (6) The reimbursement rate described in subsection (5) shall
26 be adjusted annually to reflect any increase in the Detroit
27 consumer price index for the immediately preceding calendar year
1 if approved by the state civil service commission.
