A bill to amend 1966 PA 313, entitled
"An act to award tuition grants to resident students enrolled in
independent nonprofit institutions of higher learning; and to
make an appropriation therefor,"
by amending sections 2 and 3 (MCL 390.992 and 390.993), section 3
as amended by 1980 PA 503, and by adding section 1a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1a. As used in this act:
2 (a) "Authority" or "Michigan higher education assistance
3 authority" means the Michigan higher education assistance
4 authority created by 1960 PA 77, MCL 390.951 to 390.961.
5 (b) "Grant" or "tuition grant" means a tuition grant awarded
6 under section 1.
7 Sec. 2. The Michigan
higher education assistance All

8 the following apply to the tuition grants established in section
9 1:
1 (a) The authority created
by Act No. 77 of the Public Acts
2 of 1960, as amended,
being sections 390.951 to 390.961 of the
3 Michigan Compiled
Laws, shall administer the grants.

5 (b) The authority shall make grants available to each
6 eligible resident student
registered enrolled as an eligible
7 undergraduate or
graduate student. Priority shall be given
8 (c) In awarding grants, the authority shall give priority to
9 full-time students.
10 Sec. 3. (1) Upon application of an eligible resident
11 student, who has resided in this state continuously for the
12 preceding 12 months, is not considered a resident of any other
13 state, is not incarcerated in a corrections institution, and is
14 registered in an independent nonprofit college or university in
15 this state , as described
in section 1, the Michigan higher
16 education assistance
authority shall grant provide the student
17 with a tuition grant for a semester of attendance in an amount
18 as provided for in determined under this act. for each
19 semester of
attendance. A student shall not
be is not eligible
20 for a grant for
tuition and fees for more than 10 semesters of
21 undergraduate education, or its equivalent in trimesters, or its
22 equivalent as determined
by the authority for less than
23 full-time part-time students. ; in not more
than 6 semesters of
24 graduate education, or
its equivalent in trimesters; and in not
25 more than 8 semesters
in dental education, or its equivalent in
26 trimesters.
27 (2) A student shall
must maintain satisfactory academic
1 progress, as defined by the college or university in which the
2 student is enrolled, in
order to remain eligible for the a
3 tuition grant. under
this act.
4 (3) If a student
possessing a an undergraduate degree at a
5 given academic level enrolls for a second undergraduate degree,
6 at the same academic
level, the authority shall include
tuition
7 grants received by the student when enrolled for the previous
8 undergraduate degree at
the same level in determining the
9 student's eligibility pursuant
to under subsection (1).
10 Enacting section 1. This amendatory act takes effect
11 October 1, 2004.
