The roll was called by the Clerk of the House of Representatives, who announced that a quorum was not present.

Mr. Doug Simon, Committee Clerk Director, offered the following invocation:

"God in Heaven, thank You for the blue sky and bright sunshine we are blessed with on this glorious day in the capital city of our great state. But Lord, we must pray for those less fortunate on this day, the school children in Russia who are in so desperate need of Your help. We pray that Your will is a safe return for those precious young people to their families. Amen."
