A SUMMARY OF HOUSE BILL 5170 AS INTRODUCED 9-13-05

The bill would amend the Michigan Vehicle Code to exempt from being assessed a "driver responsibility fee" an individual who is under 18 years old and who has not begun or enrolled in a driver education course.  Public Act 165 of 2003 imposed driver responsibility fees as additional amounts to be paid by drivers who had accumulated a seven or more points on a driving record over a two-year period for certain offenses or who had committed certain specified driving offenses.  The fees are distributed between the General Fund and the Fire Protection Fund.
