CONTENT
The bill would amend Part 401 (Wildlife Conservation) of the Natural Resources and Environmental Protection Act to prohibit a person from sighting a rifle during the period starting a half-hour after sunset and ending a half hour before sunrise, unless he or she were sighting the rifle at a shooting range. Under the bill, "shooting range" would mean an area designed and operated for sport shooting with rifles.

FISCAL IMPACT
The bill would have no fiscal impact on the State and an indeterminate fiscal impact on local government. There are no data to indicate how many offenders would be convicted of violating the proposed section. A violation of Part 401 is a misdemeanor punishable by imprisonment for not more than 90 days, or a fine of not less than $50 or more than $500, or both. Local units of government would incur the costs of misdemeanor probation and incarceration in local facilities, both of which vary by county. Public libraries would benefit from any additional penal fine revenue.
