1. Fire Inspection and Plan Review Fees. The House and Senate did not include the fee increase proposed by the Governor. (Sec. 310)
2. Ergonomics Guidelines. The House and Senate include language to prohibit the use of funds to develop ergonomics guidelines more stringent than Federal guidelines. (Sec. 355)
3. King-Chavez-Parks Initiative. The Governor recommended that the Department administer the program as a competitive grant program. The House and Senate retain current language. (Sec. 418)
Conference Agreement on Items of Difference
4. Deposit to General Fund. The Conference Committee adopts the Senate proposal to transfer $15.0 million from the carryforward balance from the insurance license fees to the General Fund. (Sec. 313)
5. Work First. The Conference Committee maintains current language except for inserting Michigan Works! agencies as an applicant and limiting applicants to those listed. (Sec. 405)
6. Technology Tri-Corridor. The Conference Committee does not include contingency language stating the intent that the program be funded at $30,000,000 if the securitization of tobacco settlement funds is not enacted. (Sec. 535)
7. Office of Fire Safety. The Conference Committee adds language that requires DLEG to allocate $1,602,000 from the code enforcement and fire safety line item to the Fire Fighters Training Council, allocates 40.0% of the $800,000 of Homeland Security funds to the Fire Fighters Training Council, and states intent that the Fire Marshal and the Fire Fighters Training Council be funded with GF/GP. 8. Michigan Economic Development Corporation. The Conference Committee requires the MEDC to study the best practices of economic development programs in other states and provide a report; to work with the Auditor General to audit job creation claims related to tax credits and economic incentives; to report on the name, job tile, and job duties of all employees with a salary in more than $80,000; and to report by November 30, 2005, on its plans to implement the reductions in the Job Creation Services line and the impact on staffing levels. (Sections 527-530)
9. State Employee Discipline. The Conference Committee includes Senate language to prohibit DLEG from taking disciplinary action against an employee for communicating with a member of the Legislature or his or her staff. (Sec. 407)
10. Licensed Builder Website. The Conference Committee adopts Senate language requiring the Department to create a site to research the performance of a licensed builder. (Sec. 366)
11. Credit Scoring. The Conference Committee includes Senate language which prohibits the Office of Financial and Insurance Services from using funds to implement policies preventing use of credit scores in setting insurance rates. (Sec. 337)
