  Conference Agreement on Items of Difference
1. Employee Disciplinary Action. The Senate includes language prohibiting the Department from taking disciplinary action against an employee for communicating with the Legislature. The Conference Committee agrees. (Sec. 261)
2. Charter Prohibition. The Senate modifies current language to provide penalties to transit agencies that violate the charter prohibition in P.A. 51. The Conference Committee agrees. (Sec. 370)
3. Travel on State-Owned Aircraft. The Senate modifies current language to remove the reporting exemptions for the Governor, Attorney General and Secretary of State. Also, the new language prohibits travel by university employees, Legislators and staff, and local government employees. The Conference Committee agrees. (Sec. 383)
4. MITS Report. The Senate includes a report on Michigan Intelligent Transportation Systems (MITS). The Conference Committee agrees. (Sec. 384)
5. Emerald Ash Borer. The Conference Committee includes new language regarding Emerald Ash Borer infestation along State highway rights of way. (Sec. 385)
6. I-96 and M-59. The Conference Committee includes new language regarding a report. (Sec. 387)
7. Federal Funding Notification and Distribution. The Governor's budget modifies current-year language to remove the legislative review of proposed Federal funding distributions. The Senate includes new language, providing the Legislature with approval authorization for distribution of Federal funding to locals. The Conference Committee agrees. (Sec. 401)
8. Specific Transportation Projects. The Conference Committee includes language for the following projects: I-75 and M-48 interchange in Chippewa County (617), M-37 in Caledonia Twp (622), Tienken Rd. in Oakland County (623), M-25 bridge in Hume Twp.   9. Lights on Construction Barrels. The Senate includes language to require the Department to continue to use lights on construction barrels and to allow contractors to withhold payment from subcontractors. The Conference Committee removes this language. (Sec. 635)
10. Signs on State Highways. The Senate requires the Department to develop a plan and a schedule to post signs regarding driving on the right side of the roadway and yielding to emergency vehicles. The Conference Committee agrees. (Sec. 639 and 640)
11. Public Transit Agency Budgets. The Senate includes language to require the mid-year submission of transit agency budgets and requires the Department to distribute grants based on these revised figures. The Conference Committee removes this language (Sec. 707)
12. Detroit People Mover. The House includes language to cap the amount of funding provided to the Detroit People Mover at the amount received in FY 1996-97, which was $0. The Conference Committee agrees. (Sec. 707)
13. Amtrak Subsidy. The Conference Committee reduced the subsidy from $7.1 million to $6.1 million. The other $1 million would be made available if Amtrak decides to move maintenance operations to Michigan. (Sec. 711)
14. Large Capacity Vehicles. The House includes new language to prohibit local transit agencies from using large capacity buses, unless a ridership study justifies their use. (Sec. 739)
