Changes from FY 2005-06 Year-to-Date:
  1. Farm Land and Open Space. The Farmland and Open Space Preservation Act enables a farm owner to enter into a development rights agreement with the State to ensure that the land remains in an agricultural use for a minimum of 10 years. In return, the land owner may be entitled to certain tax benefits. The Governor reduced program expenditure levels to more closely align them with available revenues. (3,750,000)
2. One-Time Grants. The Governor eliminated one time grants made in FY 2005-06 for the Detroit Zoo ($4,000,000), the Chaldean Community Cultural Center ($300,000), and the Holocaust Memorial Museum ($100,000). (4,400,000)
3. College, University, State Agency Construction Projects. The Governor recommended the issuance of $364.3 million in new State Building Authority debt for capital improvement projects at State agencies ($50 million), State Parks ($20 million), 5 universities ($103.2 million), and 14 community colleges ($91.1 million). In addition, the recommendation included a new $100 million Regional Economic Development Initiative to provide incentives for state/local partnerships on to be specified economic development projects. The recommendation included planning authorizations for the larger projects, and construction authorization for the State Park and smaller maintenance projects. 300
4. Department of Military and Veterans Affairs. The recommendation removed the one-time construction authorization for Camp Grayling ($18.5 million, Federal), and removed the $200,000 appropriation for land acquisitions. (18,700,000)
5. Department of Natural Resources. The recommendation continued the $2.0 million appropriation for State Park maintenance, increased the appropriation for the Forest Roads and Bridges program from $800,000 to $1,300,000, eliminated the $2.0 million for turkey habitat acquisition, and includes $2.0 million for wetlands acquisition. 500,000
6. Department of Natural Resources - Waterways. The Governor removed several one-time project appropriations ($18,430,200), and included several new projects, including a new boating access site at Walloon Lake ($510,000); new harbor and facility improvement projects at Mitchell State Park in Wexford County ($303,000) and DeTour Harbor in Chippewa County ($4,000,000); local boating access site projects at Tuscarora Twp. in Cheboygan County ($332,500), Frankfort in Benzie County ($113,500), and Ludington in Mason County ($171,000). 7. Department of Transportation. The Governor removed several one-time project appropriations, and included $13,187,000 for the Rosa Parks integrated transportation campus (total cost $17,487,000); $2,500,000 for a new Transportation Service Center (TSC) in Oakland County; $550,000 for an addition to the Bay County TSC; and $400,000 for a new bituminous testing lab in Gladstone, Delta County. 13,552,100
8. Department of Transportation - Aeronautics. The Governor's recommendation continued funding for local airport improvement projects at nearly 100 airports statewide. Funding adjustments were made to recognize $12,254,300 in additional Federal revenue, and $7,351,700 less from the local match revenues (to reflect actual available revenue). 5,168,200

FY 2006-07 CAPITAL OUTLAY BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2005-06 Year to Date:
  1. Corrections Watch Towers. The Governor removed current-year language requiring new maximum security prisons to have staffed watch towers, and new prison sites to be approved by the JCOS unless otherwise specified. (Sec. 401, 402)
2. Buy Michigan. The Governor made slight modifications to the current-year language prohibiting the purchase of foreign goods if comparable American goods are available, with preference given to Michigan products. The Substitute retains current-year language that prohibits the purchase of non-Michigan goods, if comparable Michigan products are available. (Sec. 205)
3. Comparative Cost Analyses. The Governor removed current-year language requiring a detailed comparative costs analysis for all projects over $1.0 million if requested by the JCOS. (Sec. 507)
4. Use and Finance Statements. The Governor made several changes to current-year language, including, 1) removing the approval requirement for any project funded by a new student fee; 2) removing roads, landscaping, equipment, telecommunications, utilities, and parking lots from projects requiring approval; 3) allowing Certificate of Need forms to be submitted in lieu of U/F statements; 4) eliminating health and safety concern projects from proceeding without prior approval; 5) eliminating penalty provisions; 6) removing the requirement that U/F statement requirements be annually transmitted to college and universities. 5. Lump-Sum Special Maintenance Funds. The Governor changed how long special maintenance and airport renovation appropriations are available for from 2 years following the fiscal year in which the appropriation was made, to 3 years. (Sec's. 701-2, 1203)
6. Operating Funds for Maintenance. The Governor increased the limit for spending on special maintenance projects from operating budgets from $600,000 as provided in the current-year, to $1,000,000. (Sec. 703)
7. State Facility Preservation Projects. The Governor removed existing language requiring a report on the Phase II Facility Preservation Projects, similar to the language regarding Phase I. The Governor included new language authorization the automatic appropriation of any Federal money that might become available to the Department of Military and Veteran's Affairs for State Facility Preservation. (Sec. 704)
8. Correction's Special Maintenance. The Governor included new language to appropriate in boilerplate any unreserved balance from 2002 special maintenance appropriations for the Departments of Community Health, Corrections, Human Services, Management and Budget, Military Affairs, and State Police, to the Department of Corrections for FY 2006-07. (Sec. 605)
9. Harbor Development Fund. The Governor included new language to transfer all of the Harbor Development Fund revenues to the Waterways Fund for the purposes of completing projects funded in the bill. (Sec. 903)
10. Detroit Zoo. The Governor removed one-time language that conditioned the release of funds for the Detroit Zoo on the City of Detroit's relinquishing control of the Zoo. (Sec. 902)
11. Walloon Lake. The Governor removed language prohibiting any funds to be used for a new public access site on Walloon Lake in Bay Township, Charlevoix County. (Sec. 1104)
12. Willow Run Airport. The Governor removed current-year language prohibiting any funds to be used for runway extensions at Detroit Willow Run Airport. (Sec. 1204)
13. Triangle Project. The Governor removed current-year language that prohibits any spending on any project on property commonly referred to as the Triangle Property in the City of Lansing. Any proposals for projects would require prior JCOS approval. (Sec. 1303)
