CONTENT
The bill would amend the downtown development authority (DDA) Act to require that a majority of a DDA board's members be either people with an interest in property in the district or officers, members, trustees, principals, or employees of a legal entity having an interest in property located in the district. Currently, at least a majority of board members must be people with an interest in property in the district.
Under the Act, with certain exceptions, an authority must be under the supervision and control of a board consisting of the chief executive officer of the municipality and at least eight but not more than 12 members as determined by the governing body of the municipality. Members must be appointed by the chief executive officer of the municipality subject to approval by its governing body. At least one of the members must be a resident of the downtown district, if it has 100 or more people residing within it.
