BIRTH REGISTRATION H.B. 5420 (H-1): FLOOR ANALYSIS

CONTENT
The bill would amend the Public Health Code to do the following:
-- Require a certificate of birth that was not originally registered due to a conflict of information regarding the father's name or the child's surname to be registered upon the resolution of the conflict or when the child reached the age of 18.
-- Provide that a birth certificate registered under the bill would be considered to have been filed and registered on the date the Department of Community Health (DCH) received the birth information and could not be marked "delayed".
(The Code requires that a record of birth be filed at the office of the local registrar within five days after the birth. The name of the mother's husband at the time of conception or, if none, the husband at birth, must be registered as the child's father, and the surname must be registered as designated by the child's parents. If a birth is not registered within the prescribed time period, a birth certificate may be filed in accordance with procedures established in DCH rules. A birth certificate registered one year or more after the date of birth must be marked "delayed" and show on its face the date of the delayed registration.)
