CONTENT
The bill would amend the Revised School Code to do the following:
-- Revise the provisions for electing members to the board of an intermediate school district (ISD).
-- Permit an ISD board to purchase equipment necessary to the operation of ISD programs, and pay for the equipment from the operating funds of the ISD.
-- Establish permitted uses for career and technical education (CTE) funds under the Code, including staff salaries and wages, acquisition of supplies, administrative costs, information and awareness activities, the acquisition of property, and the construction and maintenance of buildings.
-- Require an ISD board to obtain State approval before using State or Federal CTE funds, and to notify the Department of Labor and Economic Growth (DLEG) when the CTE program using those funds was established.
-- Require DLEG to develop a process for expediting State approval of CTE programs that recognized local workforce needs, emerging technologies, and occupations in local demand.
-- Prohibit a constituent district from disposing of an area vocational-technical education facility without the consent of the ISD board, if the ISD had provided substantially for the acquisition or construction of the facility.
-- Allow an ISD to report payments for legal services as an annual aggregate amount in a required yearly report.
