EMS INSTRUCTOR-COORDINATOR H.B. 6300: FLOOR ANALYSIS

CONTENT
The bill would amend the Public Health Code to include a medical first responder who met the Code's requirements among the personnel eligible for licensure as an emergency medical services (EMS) instructor-coordinator. Currently, these personnel include emergency medical technicians (EMTs), EMT specialists, and paramedics.


The current licensure requirements include at least three years of field experience as an EMT. The bill would require at least three years' field experience with a licensed life support agency as a medical first responder, EMT, EMT specialist, or paramedic.


The bill would require that the license specify the level of instruction-coordination the individual was licensed to provide. An EMS instructor-coordinator could not instruct or coordinate emergency medical training courses at a level that exceeded his or her designated level of licensure and for which he or she did not have at least three years' field experience.

FISCAL IMPACT
Including qualified medical first responders in the pool of eligible individuals who may seek licensure as an emergency medical services instructor-coordinator could increase the number of instructors available in the State and provide a corresponding increase in revenue from license fees. Emergency medical services instructor-coordinators must pay a $100 fee every three years.


This increase in revenue, to some extent, could be offset by additional administrative burden upon the Department of Community Health associated with processing additional licensure applications and enforcing the more stringent requirements for EMS instructor-coordinator licensure.
