CONTENT
Under Section 246 of the Management and Budget Act, the authorized cost of a capital outlay project may be established or revised only by specific reference in a budget act or by a concurrent resolution adopted by both houses of the Legislature. The Wayne State University Engineering Development Center project was authorized in Public Act 345 of 2006 with a total project cost of $27,350,000. The subtotal costs for the State Building Authority and Wayne State University were approved by the Joint Capital Outlay Subcommittee (JCOS), but were not reflected as adopted by JCOS. Senate Concurrent Resolution 64 would increase the State Building Authority share from $12,350,000 to $14,999,800 and the Wayne State University share from $11,500,000 to $12,350,000, with the General Fund/General Purpose share remaining at $200. The subtotal revisions do not increase the total project cost of $27,350,000, as established in Public Act 345.
FISCAL IMPACT
The bill would correct the allocated cost for the Wayne State University project consistent with amounts approved by the Joint Capital Outlay Subcommittee.
