SUBSTITUTE FOR

HOUSE BILL NO. 6477

     A bill to amend 1994 PA 451, entitled

"Natural resources and environmental protection act,"

(MCL 324.101 to 324.90106) by adding section 16909a.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

     Sec. 16909a. The department may enter at reasonable hours a

tire retail establishment, vehicle owned or operated by a scrap

tire hauler for the transport of scrap tires, or collection site or

other place where scrap tires are or have been present, and may

inspect the location or other place for the purposes of enforcing

or administering this part. An investigation or inspection under

this part shall comply with the United States constitution and the

state constitution of 1963.

     Enacting section 1. This amendatory act does not take effect

unless all of the following bills of the 93rd Legislature are

enacted into law:

     (a) Senate Bill No. 1423.

     (b) Senate Bill No. 1424.

     (c) Senate Bill No. 1418.

     (f) House Bill No. 6474.
