HOUSE SUBSTITUTE FOR

SENATE BILL NO. 517

     A bill to amend 1909 PA 279, entitled

"The home rule city act,"

(MCL 117.1 to 117.38) by adding section 3b.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

     Sec. 3b. (1) Notwithstanding any charter provision, the city

may provide by resolution for the terms of office of its elected

officials and for staggered terms.

     (2) The initial terms established under subsection (1) may be

longer than allowed under the charter in order to facilitate the

staggering of terms. This subsection does not apply after December

31, 2006.

     (3) Notwithstanding any charter provision, the city may

provide by resolution for any election provision that is consistent

with the Michigan election law, 1954 PA 116, MCL 168.1 to 168.992.
