A bill to create a task force to report to the legislature on
public pensions; to make appropriations; and to describe certain
powers and duties of the task force.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. This act shall be known and may be cited as the
"public pension reform act".
Sec. 2. A task force is established to report to the
legislature on ways to reform the public pension laws in this state
to prevent occurrences of public employees, including, but not
limited to, municipal and county employees, receiving excessive
compensation. The task force shall consist of the following
members:
(a) One member appointed by the speaker of the house of
representatives.
(b) One member appointed by the minority leader of the house
of representatives.
(c) One member appointed by the majority leader of the senate.
(d) One member appointed by the minority leader of the senate.
(e) One member representing the office of retirement services,
appointed by the governor.
(f) One member who is a legal expert in public pensions,
appointed by the governor.
(g) One member who represents the general public, appointed by
the governor.
(h) One member who is an actuary specializing in public
pension actuarial analysis, appointed by the governor.
(i) One member who represents labor, appointed by the
governor.
(j) One member who represents units of local government,
appointed by the governor.
(k) One member who represents the public school retirement
system, appointed by the governor.
Sec. 3. Members shall serve without compensation but may be
reimbursed out of the general fund for necessary expenses. The
legislature shall appropriate sufficient funds from the general
fund to cover anticipated expenses.
Sec. 4. The task force shall report its findings to the
legislature no later than September 1, 2006.
Sec. 5. The task force may perform acts and make
determinations that are necessary and proper to carry out its
investigative function.
