A bill to amend 1965 PA 380, entitled
"Executive organization act of 1965,"
(MCL 16.101 to 16.608) by adding section 311.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 311. All of the following powers, duties, and functions,
which were transferred to the former department of career
development by Executive Reorganization Order No. 1999-7, MCL
388.995, are transferred to the department of education by a type
II transfer:
(a) All of the administrative statutory powers, duties,
functions, and responsibilities of the state board of education set
forth in the following provisions of federal law regarding
vocational education:
(i) The Carl D. Perkins vocational and applied technology
education act, Public Law 98-524.
(ii) The school to work opportunities act of 1994, Public Law
103-239.
(iii) The job training partnership act, Public Law 97-300.
(b) The King-Chavez-Parks program authorized in 1999 PA 93 and
subsequent higher education appropriation acts.
(c) Certain authority of the abolished state board of control
for vocational education that includes the authority to accept and
disburse federal funds for specific federal grant programs, as
provided under section 1 of 1964 PA 28, MCL 395.21, 1964 PA 44, MCL
395.31 to 395.34, 1919 PA 149, MCL 395.1 to 395.10, and section 5
of 1942 (1st Ex Sess) PA 16, MCL 388.805.
(d) R 395.231 to R 395.376 of the Michigan administrative
code, regarding reimbursed programs of vocational-technical
education.
