A SUMMARY OF SENATE BILL 194 AS PASSED BY THE SENATE APRIL 26, 2007
The bill would amend Section 1311g of the Revised School Code, which gives the Department of Human Services (DHS), the Department of Corrections, and any other state department or agency the financial responsibility for educating children within their custody or over whom they have jurisdiction.
For FY 2006-07, the School Aid Act transferred the financial responsibility of educating children in juvenile detention facilities operated by the DHS to the School Aid Budget. The bill would amend Section 1311g to recognize and allow for this change.
FISCAL IMPACT:
The bill would have no additional fiscal impact, as PA 342 of 2006 provides $3.0 million in the School Aid budget to transfer the costs of educating students in DHS-operated juvenile detention facilities from the DHS to School Aid. This bill is required to fully implement this provision.
