A SUMMARY OF HOUSE BILL 5683 AS INTRODUCED 2-6-08
The bill would amend the Michigan Vehicle Code to require the Secretary of State to establish an office in each city in the state with a population of 60,000 or more.
The bill also specifies that if a city is contiguous with a municipality covered under Section 5 of the federal Voting Rights Act of 1965, then the office could be established either in the city or in the covered municipality.
[According to information from the Department of Justice, Civil Rights Division, two townships are covered jurisdictions under Section 5: Buena Vista Township in Saginaw County and Clyde Township in Allegan County. See:

FISCAL IMPACT:
House Bill 5683 would have no fiscal impact on the State of Michigan. According to the Department of State, the locality that falls under the language of this bill (Buena Vista Township) has a Secretary of State branch office that is currently open and operating.
