The bill authorizes the sale of a parcel property in Detroit that is currently under the jurisdiction of the Department of Human Services. The sale can be at fair market value or less than fair market value if sold to a local unit of government and the property is used for public purposes. Fair market value is to be determined by an independent real estate appraiser.
The facility is known as the Dexter-Elmhurst Community Services Center and contains about 25,000 sq. ft. of space to house a number of state and local service providers.
FISCAL IMPACT:
Net proceeds from the sale are to be deposited into the state's General Fund. A fair market value estimate is not currently available. The bill allows for the parcel to be sold to Wayne County for $1.00. The property, a former car dealership, was obtained by the state in 1972 for $290,000.
