The bill authorizes the exchange of property between the state and the City of Lansing. The city property is a narrow strip of land adjacent to the state's Cass Building parking lot. State acquisition will ensure that no current handicap parking will be lost and to also allow for future expansion.
The state owned parcel lies beneath the city owned South Grand parking ramp. Current deed restrictions impede the ability to build the proposed Capital Club Tower condominium project.
