CONTENT
The bill would amend Part 5 (Department of Natural Resources) of the Natural Resources and Environmental Protection Act to require the Department of Natural Resources to offer to the public one or more gift certificates redeemable for at least all of the following:
-- Hunting and fishing license fees.
-- State park motor vehicle permit and camping fees.
-- Mooring fees.
-- Off-road vehicle license fees.
-- Snowmobile license fees.
-- State forest camping fees.
-- Merchandise sold at State parks or harbors.

FISCAL IMPACT
The bill would result in an unknown amount of administrative and information technology costs for the Department of Natural Resources to implement a gift certificate program. Except for the gift certificates for merchandise sold at State parks or harbors, all of the revenue from the gift certificates would be deposited into State restricted funds. Two of the proposed uses would require a different revenue collection and distribution process compared with the others. Camping fees in State forests are paid on a self-reporting basis, so the mechanism to pay using a gift certificate would differ from the payment of other State fees. Merchandise at State parks or harbors is available for sale by privately-owned concessionaires, so a different billing and revenue collection process would be necessary.
