Senate Bill 597 (as introduced 6-20-07)
Sponsor: Senator Raymond E. Basham
Committee: Energy Policy and Public Utilities

Date Completed: 9-11-07

CONTENT
The bill would amend the Single State Construction Code Act to provide that the Michigan Uniform Energy Code would be the 2006 International Energy Conservation Code, and no amendments, additions, or deletions to that Code that decreased energy efficiency or increased energy use in buildings would be permitted.

The Act requires the Director of the Department of Labor and Economic Growth to promulgate the State Construction Code, which consists of the International Residential Code, the International Building Code, the International Mechanical Code, the International Plumbing Code, the National Electrical Code, and the Michigan Uniform Energy Code with amendments, additions, or deletions as the Director considers appropriate.

The State Construction Code must be designed to effectuate the general purposes of the Act and objectives and standards listed it. Among other things, the Code must provide standards and requirements for cost-effective energy efficiency and, upon periodic review, continue to seek ever-improving, cost-effective energy efficiencies. The bill would delete these references to "cost-effective", as well as the definition of that term.
