Changes from FY 2007-08 Year-to-Date:
  1. Health Care. Gov. included $14.9 million for providing HCV testing to high risk prisoners at intake, and HCV treatment costs. $4,802,000 was recommended for a Residential Treatment Program unit and a Social Skills Development unit at Gus Harrison, 2 outpatient mental health treatment teams, and full-year funding for a team added in FY 2007-08. Gov. included $1.5 million for extra Medical Service Providers and Licensed Practical Nurses, $631,000 for extra nurses, and $801,000 to provide for the contractual increase and expansion of nurse signing and retention bonuses. Gov. assumed $4.0 million in health care contract savings. Senate concurred. 18,576,200
2. Additional Beds. Gov. added 80 eighth-bunks in seven-bunk open bays at 7 facilities costing $5.7 million, as well as a 240-bed unit at Macomb Correctional Facility for $5.1 million. Senate did not concur. 0
3. Telephone Fees and Commissions. Gov. replaced 2 months of phone fees and commissions in the recommendation to offset $1.6 million in GF/GP. Senate replaced $10.8 million in phone fees and commissions with GF/GP, and appropriated $10.8 million in phone fees to provide refunds to those who paid them. The remaining $1,884,300 phone fees were removed to correspond to historical revenue. 8,915,700
4. Corrections Savings. Governor included $21.4 million savings through facility operating efficiencies, $5.0 million facility repurposing, $2.8 million program reconfigurations and efficiencies. The Senate included $5,871,200 savings, $1,205,400 GF/GP, by contracting for prisoner stores, $6,959,500 regionalization savings, $3,107,800 through changing custody supervisor shifts to 12 hours, $10,199,900 facility operating efficiencies, $7.8 million savings through classification level revisions and facility repurposing, and savings of $3.0 million in overtime through the creation secure units in 3 hospitals. 5. GPS Tethers. Gov. and Senate included $3,304,000 for 500 additional GPS tethers. Gov. included $29.7 million savings due to a reduction of prisoners through policy changes and $9.6 million in local reinvestment. Senate did not concur. 3,304,000
6. Scott Correctional Facility. Senate closed Scott Correctional Facility and moved female prisoners to Huron Valley Complex. The men at HVC would be transferred to other facilities. (13,166,000)
7. Central Office Reductions. The Senate reduced central office operations in Lansing by 22%. (9,490,500)
8. Community Corrections and Treatment. Senate provided $1.1 million increases to both substance abuse treatment and community corrections comprehensive plans and services. Senate also provided $723,600 for additional residential beds. 2,923,600
9. Public Works User Fees. Senate halved public works user fees and replaced the $1,286,900 with GF/GP, and also replaced $1.5 million in FY 2007-08 public works savings. 1,500,000
10. Correctional Officer Training. Governor included an extra $3,997,800 to train 851 correctional officers, at a cost of $18,250 per graduate. Senate added $1,260,300. 1,260,300
11. Intensive Probation. Senate provided an IDG to the Judiciary for an intensive probation pilot program. 980,000
12. Corrections Ombudsman. Senate provided $500,000 for a legislative corrections ombudsman office. 500,000
13. Economic Adjustments. Gov. and Senate recommended increases for salaries, retirement, building occupancy, food, fuel, and savings in insurances and worker's compensation. 7,838,500
14. Other Changes. Changes recommended by the Governor and concurred by the Senate result in a net savings. (10,257,300)
15. Comparison to Governor's Recommendation. Senate is $7,837,000 Gross and $0 GF/GP under the Governor.

FY 2008-09 CORRECTIONS BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2007-08 Year to Date:
  1. Governor's Deletions. The Senate retained a number of sections the Governor eliminated including: 206, 213, 218, 219, 221, 403(7), 405(3), 406, 408, 415, 417, 418(2), 420, 421, 422, 606, 609, 802, 804(2), 808, 809, 811, 907, 908, 909, 910, 911, 912, 913, 914, 915, 916, 917, 918, 919, and 920.
2. Deletions. The Senate concurred with the Governor in deleting the following sections: privatization project plan/evaluation (207), Grand Rapids Corrections Center closure (607), parole and probation special operations program report (613), and facility maintenance and repurposing (921).
3. Reporting. The following changes were made to reporting requirements: ????* Mental Health Study - Governor deleted. Senate required the receipt of the study. (Sec. 302) ????* Database System Report - Governor deleted. Senate required quarterly updates on the database plan. (Sec. 303) * Prison Population Projections - Governor changed due date from Feb. 1 to Feb. 15. Senate did not concur. (Sec. 401) * MPRI Participant Status - Governor changed from quarterly to biannual and Senate changed to monthly. (Sec. 403(2)) * MPRI Participants Testing Positive for Substance Abuse - Governor changed from monthly to biannual. Senate did not concur. (Sec. 403(6)) * Discharges on the Maximum Sentence - Governor changed from biannual to annual, removed a portion of the reporting requirements, and deleted the monthly reports. Senate did not concur. (Sec. 407) * Monthly Population Data - Governor changed from monthly to biannual. Senate did not concur. (Sec. 419) * Parole Violator Reports - Governor changed from monthly to quarterly. Senate did not concur. (Sec. 612)
4. Out-of-State Conferences or Seminars. Senate prohibited more than one DOC employee to attend out-of-state conferences or training seminars, unless paid for by private or Federal funds and require attendance by more than one person. (Sec. 224)
5. County Jail Reimbursement Program. Governor modified eligibility criteria for CJRP. Senate did not concur. (Sec. 414)
6. Female Technical Rule Violator Pilot Program. Senate included a pilot program to reduce criminal behavior and returns to prison for female parole violators and a report on the program. (Sec. 423)
7. Medicaid. Senate required that Medicaid be suspended for offenders entering prison, that the DOC assist prisoners who may be eligible for Medicaid upon release with the enrollment process 6 months before release, and that the DOC complete an analysis with DCH on the impact of suspending rather than terminating the Medicaid status of an offender with serious mental illness or emotional disturbance while in prison. (Sec. 424)
8. Judicial Data Warehouse. Senate provided a $50,000 IDG to Judiciary for use of the JDW by DOC employees (Sec. 504)
9. Intensive Probation Pilot. Senate provided an IDG to Judiciary to administer a pilot program for intensive supervision of probationers. The probation officer supervising the caseload of the pilot site would report to the Circuit Judge, but remain a DOC employee. (Sec. 605)
10. Local Jail Programs. Governor stated that funds for local jail programs shall be associated with sentencing guidelines reforms, and may include offender services, or jail construction or renovation. Senate did not include. (Sec. 420)
11. Tobacco-Free Facilities. Governor deleted language requiring a plan to make prisons nonsmoking. Senate required all facilities be tobacco-free by March 1. (Sec. 901)
12. Justice Reform. Governor specified that savings under justice reform shall be identified through the justice reinvestment initiative in consultations between the Legislature and the DOC, with approval by the State Budget Director, and once identified, savings would be appropriated through legislative transfer. Senate did not include. (Sec. 907)
13. Prisoner Employment. Senate required prisoners to be employed or participate in vocational or training programs full-time, and allowed prisoners to be enrolled in education programs for at least half-time instead of employment. (Sec. 922)
14. Prisoner Education. Senate required the DOC work with DOE to evaluate the feasibility of local school districts providing education programs to prisoners under the age of 20. (Sec. 923)
15. Mentally Ill Prisoners. Senate required the DOC to train custody officers to handle mentally ill prisoners; evaluate all prisoners at intake for mental illness, developmental disorders, and substance abuse disorders; that prisoners with serious mental illness not be placed in the general population or segregation, and be classified in a residential treatment program; and a report on the number and length of stay of prisoners with mental illness in segregation.
