Changes from FY 2007-08 Year-to-Date:
  1. Hepatitis C (HCV) Testing and Treatment. The Governor included an additional $14.9 million for providing HCV testing to high risk prisoners at intake, and HCV treatment costs. 14,856,600
2. Additional Beds. The Governor added 80 eighth-bunks in seven-bunk open bays at seven correctional facilities at a cost of $5.7 million. Additionally, the Governor proposed to open a 240-bed unit at Macomb Correctional Facility for $5.1 million. 10,802,900
3. Mental Health Treatment. The Governor recommended a new Residential Treatment Program unit and a new Social Skills Development unit at Gus Harrison Correctional Facility. Funding was also recommended for two new outpatient mental health treatment teams, as well as full-year funding for a team added in FY 2007-08. 4,802,000
4. Health Care. The Governor included $1.5 million for additional Medical Service Providers and Licensed Practical Nurses, $631,000 for additional nurses, and $801,000 to provide for the contractual increase and expansion of nurse signing and retention bonuses. 2,917,600
5. Equipment Upgrades and Maintenance. The Governor recommended $548,600 for staffing metal detectors that were installed in parole offices located in high risk areas, $248,000 for 496 cellular phones to be available for parole/probation officers to check out when visiting an offender's home, $750,000 to replace obsolete personal computers, $300,000 to replace obsolete file and print servers, and $357,500 for updating Emergency Response Team equipment. The Governor eliminated $120,000 for security and utility costs for closed Camp Manistique, as well as a feasibility study on potential future uses of closed facilities in the Upper Peninsula. The Governor included $2.0 million for equipment and special maintenance that had been removed in FY 2006-07 and FY 2007-08 for appropriation in the Capital Outlay budget. 4,084,100
6. Correctional Officer Training. The Governor included an additional $4.0 million in order to train a total of 851 correctional officers, at a cost of $18,250 per graduate. 3,997,800
7. Human Resources and Internal Audit. Human Resources responsibilities and funding, as well as HR optimization costs previously contained in the budget were transferred to the Civil Service Commission within the Department of Management and Budget per Executive Order 2007-30. GF/GP transferred totaled $13,217,500. (13,392,600)
8. Corrections Reform. The Governor included savings of $21.4 million through facility operating efficiencies, $4.0 million health care efficiencies, $5.0 million facility repurposing, $2.8 million through program reconfigurations and efficiencies, and $29.7 million through a reduction in prisoners due to policy changes, as well as spending $3.3 million for field operations reinvestment and $9.6 million for local reinvestment. 9. Telephone Fees and Commissions. The Governor replaced two months of telephone fees and commissions in the recommendation to offset $1.6 million in GF/GP. 0
10. Economic Adjustments. The Governor recommended increases for salaries, retirement, building occupancy, food, and fuel as well as savings in insurances and worker's compensation. GF/GP economic increase totaled $7,650,900. 7,838,500

2. Internet Reporting. The Governor deleted the requirement that for each section that includes a reporting requirement, there shall be at least one separate and distinct electronic file. (Sec. 208)
3. Prison Population Projections Report. The Governor postponed the population projection report date from February 1 to February 15. (Sec. 401)
4. MPRI Participant Status Reports. The Governor changed reports on MPRI participants' status from quarterly to biannual reports, and specified the controlling sentence would be used when breaking offenders out by offense type. (Sec. 403(2))
5. MPRI Participants Testing Positive for Illegal Substances. The Governor changed the reports on MPRI participants who tested positive for illegal substances from monthly to biannual reports. (Sec. 403(6))
6. Discharges on the Maximum Sentence. The Governor changed the annual report on prisoners discharging on the maximum sentence to biannual reports, removed a portion of the reporting requirements, and deleted the monthly reports on prisoners discharging on the maximum sentence. (Sec. 407)
7. County Jail Reimbursement Program. The Governor modified eligibility criteria to allow parole violators sentenced to jail with a minimum sentence upper limit of more than 18 months, but deleted eligibility for felons with a minimum sentence upper limit of more than 18 months, lower limit of 12 months or less, and prior record variable score of 35 or more points. The Governor stated expenditures for CJRP shall not exceed restricted revenue collected and allocated, instead of expenditures not exceeding appropriations. The Governor deleted language requiring a study on the impact of sentencing guidelines, meetings to discuss findings of the study, and reimbursement based upon eligibility criteria in place the date the offender was originally sentenced for the reimbursable offense. 8. Monthly Population Data. The Governor changed the monthly population reports to biannual reports. (Sec. 419)
9. Parole Violator Reports. The Governor changed reports on parole violators from monthly to quarterly. (Sec. 612)
10. Hepatitis C and HIV Information. The Governor changed the time of the prisoners' annual health screening, where information on Hepatitis C and HIV is disseminated, from within one week of the prisoner's birthday, to within thirty days of the prisoner's birthday. (Sec. 805)
11. Local Jail Programs. The Governor stated that funds for local jail programs shall be associated with sentencing guidelines reforms, and may include offender services, or jail construction or renovation. (Sec. 420)
12. Justice Reform. The Governor specified that savings under justice reform shall be identified through the justice reinvestment initiative in consultations between the Legislature and the DOC, with approval by the State Budget Director, and once identified, savings would be appropriated through legislative transfer. (Sec. 907)
