House Changes to Senate-Passed:
  1. School Improvement Grant Program. The Governor revised her recommendation in April to include Federal funding and 5.0 FTE positions for administration of the School Improvement Grant Program. (Funding for the actual grants is included in the School Aid budget.) The Senate passed the budget before the revision was made. The House concurred with the Governor's revised recommendation. 923,000
2. Performance Audit - Detroit Public Schools. The Senate added General Fund monies for a performance audit of the Detroit Public Schools. The House did not include the funding. (300,000)
3. 21st Century Schools Fund Administration. The Governor included General Fund funding and 3.0 FTE positions for administration of the 21st Century Schools Fund program in the School Aid budget. The Senate altered the program in the School Aid budget and therefore did not include the administrative funding in this budget. The House concurred with the Governor. 500,000
4. Comprehensive School Reform and Finance Study. The House added a placeholder for the study. 100

FY 2008-09 EDUCATION BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2008-09 Senate-Passed:
  1. Out-of-State Travel Restrictions. The Senate added language prohibiting more than one Departmental employee from attending out-of-state conferences or seminars unless the travel was paid through Federal or private funds which require attendance by more than one individual (Sec. 215). The House did not include the language.
2. Disciplinary Action. The Governor removed and the Senate restored language prohibiting disciplinary action against a Department employee who speaks to the Legislature (Sec 216). The House did not include the language.
3. Impact of Enacted Legislation. The Governor removed and the Senate restored language requiring the Department to report on policy changes made to implement legislation. The section also prohibited the adoption of rules having a disproportionate impact on small business (Sec 222). The House did not include the language.
4. Alternative Teacher Program Accreditation. The Senate added language requiring that alternative teacher programs be accredited by the National Council for Accreditation of Teacher Education (NCATE) or be a candidate for accreditation (Sec 506). The House did not include the language.
5. Cyberschools. The Senate added language requiring the Department to report on barriers to the operation of cyberschools focusing on special student populations such as dropouts or expelled students (Sec. 604). The House did not include the language.
6. Detroit Public Schools (DPS) Performance Audit. The Senate added language requiring a performance audit of the DPS and a report on the results of that audit (Sec 605). The House did not include the language.
