House Changes to Senate-Passed:
  1. Water Withdrawal Assessment Program. The House increased the General Fund placeholder for administrative funding for the program. 2,000
2. Restored General Fund Reductions. The House restored the General Fund reductions the Senate had included across 31 line items. 150,000
3. MI Transportation Fund. The House concurred with the fund shift recommended by the Governor to support a portion of administrative costs in the Department of Environmental Quality with revenue from the MI Transportation Fund. 0
4. Macomb County Water Quality Monitoring. The House did not include restricted funding for a real-time water quality monitoring project in Macomb County. (250,000)
5. Environmental Ombudsman. The House removed restricted funding for an environmental ombudsman position in the Legislative budget. (170,000)

FY 2008-09 ENVIRONMENTAL QUALITY BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2008-09 Senate-Passed:
  1. Section Retained. The House retained current year sections regarding settlement funds carryforward, contingency funds, waiver of permit fees, and a list of funded Refined Petroleum Fund sites. (Sections 218, 225, 601, and 703)
2. Sections Removed. The House removed current year sections included by the Senate regarding retention of reports, MI Youth Conservation Council, benchmarking, policy change reporting, Great Lakes bond report, core samples research, site cleanup criteria, draft operational memorandas, Hazardous Waste Site Review Board, and real-time water quality monitoring.
3. Attendance at Training Seminars. The House did not include Senate language limiting the number of employees that may attend a specific training seminar.
4. Computer System Replacement. The House did not include Senate language requiring submission of a plan to replace failing computer systems.
5. Unclassified Salaries. The House did not require online posting of changes to unclassified salaries.
6. FOIA Requests. The House did not require immediate notification of the subjects of FOIA requests received by the Department.
7. Muskrat Lake. The House removed language that would withhold administrative funding until the level of Muskrat Lake was raised to 1975 levels.
8. Reverse Vending Machines. The House removed funding to reimburse retailers for retrofitting of reverse vending machines.
9. LUST Workgroup. The House did not include Senate language creating a workgroup to review the use of operational memoranda in the Leaking Underground Storage Tank program.
10. Prohibition of Fee increases. The House prohibited the increase of any fee, license, or permit and stated legislative intent to not have any increase take effect during FY 2008-09. (Sec. 226)
11. Prohibition on MAEAP Administration. The House prohibited funding from being use to administer the MI Agriculture Environmental Assurance program. (Sec. 227)
12. Posting of Expenditures. The House required the online posting of all expenditures made by an agency within a fiscal year, including the purpose for which the expenditure was made. (Sec. 231)
13. Staff Savings Initiative. The House directed the Department to develop a staff savings initiative program to encourage employees to submit cost savings suggestions and recommend that 10% of the savings be allocated to the program where the employee works. (Sec. 232)
14. Wetland Regulation. The House retained current year language encouraging continued refinement of the wetland inventory and did not concur with the Senate prohibition on wetland regulation in counties with population less that 100,000 until the wetland inventory provides more detailed information. (Sec. 602)
