House Changes to Senate-Passed:
  1. University Operations. The Governor provided a total increase of 3.0%, with individual university increases ranging from 2.3% to 6.2%. The Senate provided an increase of 3.0% for each university, to rebuild base appropriations. The House increased each university by 2.7% as shown in column 2 of the attached table. Columns 9 and 10 on the table outline all of the House changes to the Governor and the Senate, respectively. (4,615,300)
2. Indian Tuition Waivers. The House added funds to each university that equal the difference between the FY 2007-08 Indian Tuition Waiver appropriations and the actual FY 2006-07 waiver costs. Column 3 on the attached table lists the amount for each university. 2,416,500
3. Agricultural Experiment Station (AES) and Cooperative Extension Service (CES). The Governor and Senate added 3.0% increases for AES ($1,019,900) and CES ($879,700) resulting in FY 2008-09 total appropriations of $35,016,100 for AES and $30,202,000 for CES. The House provided 2.7% increases for AES ($911,900) and CES ($786,500). (201,200)
4. State Competitive Scholarships. These need-based grants for students who perform well on the American College Test (ACT) were unchanged by the Governor and the Senate from their FY 2007-08 total funding level of $35,530,500. The House added $2.4 million to increase the maximum scholarship award from $1,300 to $1,400. 2,400,000
5. Format Change. Governor and House retained FY 2007-08 format with separate articles for research universities, State universities, and financial aid. The Senate returned to the format of prior years, listing appropriations for all 15 universities in alphabetical order.

  1. Definition of Research University. Senate deleted; Governor and House retained. (Sec. 203)
2. Preference for Michigan Vehicles. Governor and Senate deleted intent for universities to lease and/or purchase only vehicles assembled or manufactured in Michigan; House retained. (Sec. 210)
3. Postsecondary Student Data System. House added intent for a comprehensive preschool-through-postsecondary system for public universities (Sec. 216) and for independent colleges (Sec. 316).
4. Conflicts of Interest. House added intent for each university governing board to examine its operations for potential conflicts of interest. (Sec. 217)
5. State Competitive Scholarships. House added intent to increase maximum grant to $1,400. (Sec. 301)
6. Tuition Grants. Governor and House deleted reference to a grant amount and the carryforward of unexpended funds; Senate retained these provisions and added intent to secure a 3.0% increase. (Sec. 302)
7. Financial Aid Report. House required annual report from the Department of Treasury. (Sec. 315)
8. Per Student Floor Funding. Senate retained $3,775 floor; Governor and House deleted. (Sec. 450)
9. Suicide Prevention. Governor and Senate deleted intent for universities to develop education programs; House retained. (Sec. 462)
10. Macomb County. Governor and Senate deleted report on county residents enrolled at public universities; House retained. (Sec. 463)
11. Research Commercialization Report. Governor deleted; House and Senate retained; Senate added penalty for late submission. (Sec. 464)
12. Performance Standards. Governor and Senate deleted intent to establish for public universities; House retained. (Sec. 467)
13. Pell Grant Report. Governor and House added requirement; Senate did not include. (Sec.469)
