CONTENT
The bill would amend Part 117 (Septage Waste Servicers) to establish a fee for the replacement of a septage waste vehicle under an existing septage waste vehicle license.
The cost of administering Part 117 is recovered by the collection of fees from people engaged in servicing (i.e., cleaning, removing, transporting, or disposing, by application to land or otherwise, of septage waste). The fee for a septage waste vehicle license is $350 per vehicle per year, if none of the vehicles owned by the license applicant will be used at any time during the license period for disposal of septage waste by land application. If any of the vehicles will be used during the license period for that purpose, the fee is $480 per vehicle per year.
Under the bill, the fee to replace an existing septage waste vehicle under a septage waste vehicle license with a different vehicle under the same ownership, during a year in which the annual fee had been paid, would be $200, if the vehicle being replaced had been inspected for that year as required under Part 117. If the vehicle being replaced had not been inspected for that year, the fee would be $150.

FISCAL IMPACT
The bill would generate an unknown amount of revenue from the transfer fees, which would be deposited into the Septage Waste Program Fund. The fees would be set at a level to cover the costs of processing a license transfer. The amount of revenue collected would depend on the number of license transfer requests received by the Department of Environmental Quality. The Fund is used for administration of the program.
