CONTENT
The bill would amend the Michigan Liquor Control Code to allow the Liquor Control Commission to issue a liquor license to the governing boards of Oakland Community College and Macomb Community College. The licenses could be used only for the sale of liquor for consumption on the premises of the Oakland Community College culinary studies institute and the performing arts and cultural center complex at Macomb Community College.


Under the Code, the Commission may issue a liquor license to other university or college boards. Liquor may be sold only at regularly scheduled events for on-premises consumption at the schools' conference centers, which are listed in the Code. Liquor may not be sold to unscheduled patrons or at unscheduled events. The bill would add Oakland Community College's culinary studies institute and Macomb Community College's performing arts and cultural center complex to the Code's list of collegiate conference centers.

FISCAL IMPACT
The bill would generate a total of $1,200 in new license revenue annually if the two licenses were issued. This revenue is distributed by formula in the statute with 55% allocated to local governments for law enforcement activities, 41.5% for licensing and enforcement costs incurred by the Commission, and 3.5% for substance abuse programs.
