Changes from FY 2006-07 Year-to-Date:
  1. Michigan School for the Deaf and Blind. The Governor recommended an increase of $973,400 in Federal funds for the addition of 7.0 FTEs in response to an increasing student population. The Governor also added a summer residential alternative education program and increased the school's private donation authority. 973,400
2. Lansing School for the Blind - Former Site. The Governor eliminated the restricted funds in this line-item as a result of the sale of the former site of the Lansing School for the Blind. (1,821,100)
3. Professional Preparation Services. The Governor recommended increased State-restricted funding to upgrade the Department's License 2000 certification database. The database maintains teacher records and educator licenses/certificates. 1,758,400
4. Central Support. The Governor recommended increased spending as a result of increased tenant rent funding at Fay Hall in Flint. These restricted funds supported an increase in the Training & Orientation Workshops. 160,900
5. Information Technology. The Governor recommended increases for the development of a stand-alone testing environment to test new computer applications. The $176,00 Gross appropriation increase is partially off-set by a $26,500 GF/GP reduction, and also covers migrating all MDE production applications and database servers to the state-hosting center. 134,000
6. Administrative/Program Reductions. The Governor recommended reductions in Special Education operations of $120,000 Gross, $0 GF/GP and School Improvement operations of $60,000 Gross, $0 GF/GP. Also eliminated is funding for a Best Practices Study at $175,000 Gross, $175,000 GF/GP. (355,000)
7. Economic Adjustments. The Governor recommended economics adjustments totaling $1,704,000 Gross and $189,600 GF/GP. 1,704,000

FY 2007-08 EDUCATION BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2006-07 Year to Date:
  1. Communicating with the Legislature. The Governor deleted the section prohibiting disciplinary action against employees for communication with a member of the legislature or his or her staff. (Sec. 215)
2. Reimbursement of Auditor General. The Governor deleted the section requiring a 60-day time from for the Department to repay bills submitted by the Auditor General for costs incurred while conducting audits of federally funded programs. (Sec. 217)
3. Automated External Defibrillators (AEDs). The Governor deleted language encouraging the department to work with districts in regard to information about and use of AEDs. The funding for the AED program was deleted from the School Aid Act. (Sec. 218)
4. Providing Data in a Timely Manner. The Governor deleted the section that calls for the department to provide data requested by a legislator in a timely manner. (Sec. 220)
5. Contingency Funds. The Governor added language allowing for contingency funds in the amounts of $5.0 million federal, $700,000 State restricted, $250,000 local, and $3.0 million private funds. These funds may be spent only if they have been transferred to another line item in the bill. (Sec. 221)
6. Allocation of Money for Best Practice Study. The Governor deleted language appropriating funding for a Best Practices Study that was proposed to be eliminated. (Sec. 303)
7. Michigan School for the Blind (MSB) Former Site (Lansing). The Governor deleted the section regarding expenditure of rental income from the former site of the school in response to the sale of the property. (Sec. 403)
8. Michigan School for the Deaf and Blind. The Governor added language allowing unexpended and unencumbered tenant rent funds from Fay Hall to be carried forward as a work project. (Sec. 404(4))
9. WSU and CMU Alternative Certification Programs. The Governor deleted the section that earmarks funds for certification programs at Wayne State University and Central Michigan University. Funding for these programs remains in Part I. (Sec. 503)
10. Provide Tests to Nonpublic and Home-schooled students. The Governor deleted language requiring the department to provide assessment tests to nonpublic school students. The language duplicated similar wording already included in the School Aid Act. (Sec. 801)
