  Items Included by the House and Senate
1. Emerald Ash Borer Reduction. The House and Senate reduced Federal funding for the Emerald Ash Borer program to reflect the anticipated level of grant award. (5,000,000)
2. PPPM Reduction. The House and Senate reduced Federal funding for pesticide and plant pest management programs to reflect the anticipated level of grant award. (1,400,000)
3. FTE adjustments. On a statewide basis, FTEs were adjusted to match the number of positions that can be supported by the appropriations. This was a reduction of 100.0 FTEs for the Department of Agriculture. 0
4. Management Services Reductions. The budget included a General Fund reduction to Management Services. (150,000)
5. Human Resources Consolidation. The budget completed consolidation of human resources functions by transferring the funding and 5.0 FTEs to the Department of Management and Budget. (642,500)
6. Economic Adjustments. The budget included economic adjustments for salaries and wages, retirement, worker's compensation, rent, and utilities. 184,200
7. Other Changes. The budget included changes for adjustments to align appropriations with anticipated revenue and to reflect one-time appropriations in FY 2007-08. 1,619,000

8. Bovine Tuberculosis. The Conference Report reduces the appropriations from the Agriculture Equine Industry Development Fund for Bovine TB by $1,471,600 and shifts that funding to $991,600 for horse racing and $480,000 for building and track improvements at fairs.

9. Cooperative Resource Management Program. The Conference Report included an interdepartmental grant of $1,000,000 from the DNR for grant to conservation districts.

3. Indemnification Payments. The House and Senate retained language authorizing indemnification payments for livestock losses due to wolves, coyotes, or cougars. (Sec. 212)
4. Local Health Grants. The House and Senate retained language on monitoring local health departments for uniform standards and instruct the Director to seek additional funding for food-borne outbreak controls. (Sec. 401)

5. Investment Return. The Conference Report included language requiring the Department to address the impact of major department areas, comparing expenditures to economic impact. (Sec. 227)
6. Posting of Expenditures. The Conference Report did not include a requirement to post expenditures online. (Sec. 233)
7. Attendance at Training Seminars. The Conference Report included language prohibiting more than one employee from attending the same professional development or training seminar, unless non-State funding used. (Sec. 234)
8. Sustainable Food Systems. The Conference Report authorized providing funds to the C.S. Mott Group for creating a matched savings tool for emerging farmers and to leverage Federal dollars. (Sec. 235)
9. Local Public Health Funding. The Conference Report retained language requiring local units of government to obtain prior approval before reallocating funds received from the Department. (Sec. 403)
10. Ag Equine Fund Reductions. If revenue to the Ag Equine Fund declines lower than appropriated amounts, the Conference Report required that all lines items with appropriations from that fund take a proportional reduction. (Sec. 460)
11. Fruit and Vegetable Inspections. The Conference Report stated the intent of the Legislature that the Department work with the industry to develop a sustainable system of 3rd party fruit and vegetable inspections. (Sec. 551)
12. Agriculture Business Development. The Conference Report included intent language that the MI Strategic Fund collaborate with the Department to promote agriculture business development. (Sec. 711)
13. Specialty Block Grant Funding. The Conference Report did not included language regarding specialty block grant funding.
14. AEIDF Reporting. The Conference Report included a revision to a report on the Ag Equine Fund to require semiannual updates on spending targets. (Sec. 805)
15. Audit of Tracks. The Conference Report required the Office of Racing Commissioner to conduct financial audits of licensed pari-mutuel tracks and certified horsemen's organizations. (Sec. 903)
16. Capital Outlay. The Conference Report included three sections that create carryforward authorization of the capital outlay appropriation in Part 1 and set criteria for expenditure of the funds. (Sections 1001, 1002, and 1003)
17. Horse Racing. The Governor vetoed five sections that were related to the horse racing lines that were vetoed in Part 1. Sections 802, 803, 804, 807, and 811 were eliminated.
