CONTENT
The bill would authorize the State Administrative Board to exchange property with the City of Lansing. The City of Lansing would convey to the State a narrow strip of land located contiguous to the Cass Building parking lot. The parking lot encroaches on the property owned by the City. Improvements are being planned for the parking lot, and the acquisition of the City property would allow the State to maintain existing handicap parking.
In exchange for this conveyance, the State would convey its reversionary interest in land beneath the City's South Grand Ramp parking structure. The Department of Natural Resources conveyed the property to the City of Lansing in 1997, with the stipulation that the parcel be used exclusively for municipal parking. The City plans to convey property, which includes the South Grand Ramp, for development of the Capital Club Tower Project. The Project consists of a condominium tower with a minimum of 80 residential units.
FISCAL IMPACT
The transfer is not expected to result in any net revenue to the State. However, the bill would require that any net revenue generated from the sale be credited to the State's General Fund.
